There are a lot of quests in the game, and one of them is called Burying the Eel. In this one, the game will have you looking for worms and seaweed. Which might be a strange combination, but it’s what the quest wants.

While seaweed might be easy to find, as you can see them lying on the beach floor, worms are just a little more difficult. As it turns out, you will need a different tool to get worms.
You should already have the Royal Tools at this point, one of which is the Shovel. Equip your shovel and look for some small dirt mounds that are sparkling. They will usually be close to water, so it’s a good idea to look near the beach or around a pond. It’s actually the ponds that have a greater chance of worms.
Use your shovel to dig up these spots. The drops are random, so you might get a worm or not, depending on your RNG luck. Make sure to circle around the pond to look for more of these mounds which will regenerate over time, and you will eventually find your worms.
