You can start this quest by talking to Bonifaz the Merchant in Aaru Village. Complete the side quest to acquire the Scarlet Sand Slate.
Now, you need to gather clearance to gain access to new areas, puzzles, and mechanics. Keep completing the Golden Slumber world quest to attain them all. Once you complete the quest, wait for reset time, then head back to Aaru Village to trigger the Old Notes and New Friends world quest.
You need to complete this as well to attain the remainder clearance. This quest will lead you to the Mausoleum of Deshret, where you have to solve the puzzles and complete the three side quests. Once you complete them, you can unlock all the clearance levels on the Scarlet Stone Slate.
